1. The market you are installing into
Maharashtra registered 34,139 electric passenger vehicles in FY2026 — a 17% share of India's total, ahead of every other state, and double the previous year's 17,092.
India's top eight states account for 78% of electric car sales between them. Maharashtra alone is roughly a fifth of the national market, which changes the arithmetic for a property here: the guest, resident or employee arriving electric is not a hypothetical you are planning for, but someone already in your car park.
The state's own target is 30% of new vehicle sales electric by 2030, including 30% of new cars. Whatever share of that is achieved, a property planning parking today is planning it for a car park with materially more EVs in it than the one outside now.
2. What the 2025 policy actually pays for
The Maharashtra Electric Vehicle Policy 2025 runs from 1 April 2025 to 31 March 2030 and commits ₹1,995 crore. The parts that matter to a property owner rather than a car buyer:
- Up to 15% capital subsidy (viability gap funding) for high-power public charging stations. This is aimed at DC fast charging open to the public, not at a private wallbox in a basement — worth knowing which side of that line your project sits on before budgeting for it.
- 100% exemption from motor vehicle tax and registration fees on electric vehicles. It is not a charging subsidy, but it is the reason the cars keep arriving.
- Charging every 25 km on highways, plus at least one fast charger at every fuel station and MSRTC bus depot. If your property sits on a highway corridor, you are being planned around whether you participate or not.
Note what is not there: private electric cars get no purchase subsidy under this policy, and a private wallbox at a hotel or society is not the target of the capital subsidy. The policy's value to most properties is indirect — it grows the number of cars needing a plug.
3. Which DISCOM is actually yours
This is the question that surprises people, and Maharashtra is the only state where it is genuinely complicated. Your supplier depends on where the property stands:
- MSEDCL (Mahavitaran) — the great majority of the state, including Pune, Nashik, Nagpur, Aurangabad and all of the Mumbai Metropolitan Region outside the island city.
- BEST — much of Mumbai's island city.
- Adani Electricity and Tata Power — large parts of suburban Mumbai, in some areas with a choice of supplier.
Why it matters: the EV tariff, the application route and the connection timeline are set by your licensee, not by "Maharashtra". Two hotels twenty kilometres apart can be on different tariffs and different application portals. Establishing which one you are on is the first thing a survey does here, and it is the single most common source of a wrong quotation in this state.
4. What the electricity costs
Maharashtra has a dedicated EV charging tariff category, and it is materially cheaper than the commercial rate you would otherwise pay.
MSEDCL (rest of the state) — a dedicated LT/HT EV charging category exists under MERC's 5th control period order (Case 217 of 2024, FY2025-26 to FY2029-30). Confirm the current rate against the live tariff schedule rather than any figure quoted second-hand, including ours.
Two levers on top of the headline rate:
- Time of day. EV charging consumers can use ToD tariffs, so a car parked overnight or across the solar window costs less to charge than the flat rate suggests.
- Load factor. Connections above 10 kW are additionally eligible for load-factor incentives — relevant the moment you go past one or two bays.
Nationally, the Ministry of Power's 2024 guidelines cap the EV tariff at the Average Cost of Supply until 31 March 2028, with a lower rate inside solar hours and a higher one outside. That ceiling applies here too.
5. What this looks like on a Maharashtra property
Three patterns come up repeatedly in this state, and they are not the same project:
- Mumbai high-rise and stack parking. Space is the constraint, not electricity. Mechanical and stack parking makes a fixed bay-per-flat model difficult, which pushes toward shared bays with RFID access and per-user metering rather than a charger per owner.
- Pune and Nashik offices and IT parks. Large surface and basement car parks with predictable nine-hour dwell. This is the easiest charging case in India and the cheapest electricity of the day, because office charging falls inside the solar window.
- Highway corridor properties. Hotels and restaurants on the Mumbai–Pune, Mumbai–Nashik and Mumbai–Goa routes see genuine turnover rather than overnight dwell, and the state is mandating charging every 25 km along those roads regardless.

6. What an installation costs
We quote after a survey, because the number is decided by your cable run, your board and your bay count — not by your state. Market context to check any quotation against, ours included:
7.4 kW AC wallbox hardware — ₹25,000 to ₹50,000
Installation labour and materials — ₹8,000 to ₹25,000
Typical single bay, installed — ₹35,000 to ₹75,000
A property setup of two to three AC bays — ₹5 lakh to ₹12 lakh
One or two DC fast chargers, 30–60 kW — ₹12 lakh to ₹30 lakh
The DC band is worth reading twice in Maharashtra, because it is the band the 15% capital subsidy applies to — and the band most properties do not need. A hotel with overnight guests or an office with nine-hour parking is served by AC; DC earns its cost where cars turn over quickly.
7. Getting connected
Once the supplier is identified, the national rules apply the same here as everywhere:
- You may take a separate metered connection on the EV tariff rather than run charging off your existing commercial supply.
- The licensee must connect within three days in metropolitan areas, seven in other municipal areas, fifteen in rural areas once the application is complete — and much of Maharashtra's EV demand sits in the three-day band.
- Operating charging infrastructure is de-licensed. You do not need a licence to charge guests, residents or employees for energy.
In practice the electrical work at your property, not the DISCOM, is the longer half of the timeline.

Who is my electricity supplier in Maharashtra?
It depends on exactly where the property is. MSEDCL (Mahavitaran) covers most of the state including Pune, Nashik and Nagpur; BEST covers much of Mumbai's island city; Adani Electricity and Tata Power cover large parts of suburban Mumbai. Your EV tariff, application route and connection timeline come from your licensee, not from the state, so identifying it is the first thing a survey establishes.

Can we claim the 15% subsidy for our chargers?
Probably not, and it is worth being clear about. The viability gap funding in the 2025 policy targets high-power public charging stations, not a private wallbox in a hotel or society car park. Check which side of that line your project sits on before you budget for it.
Does Maharashtra's EV policy reduce the cost of our installation?
Not directly for a private installation. Its value to a property is indirect: 100% road tax and registration exemption keeps electric car sales growing, and Maharashtra already sells more electric cars than any other state, so the demand for a plug at your property rises whether or not you claim anything.
How long does the connection take?
Under the 2024 national guidelines the licensee must provide a new connection within three days in metropolitan areas, seven in other municipal areas and fifteen in rural areas, once the application is complete. Most of Maharashtra's EV demand is in the three-day band. The electrical work at your property is usually the longer part.
